Make the browser modular and leave it up to the users which features they do or don't add to their browsers. I'd also have thought that if the mission is truly to avoid bloat, and the reasoning for adding things to the browser is to avoid people having to rely on third-party extensions or applications, then the best solution wouldn't be to add mail to the browser, but to create your own stand-alone application. Is that something that your research has really revealed as a reason for people's dissatisfaction with them?
